This standard provides interface compatibility specifications
and technical requirements for the interfacing of a Wireless
Carrier to an Exchange Carrier (EC), Interexchange Carrier (IC),
International Carrier (INC), Consolidated Carrier or any other
carrier element.

This standard provides technical requirements for an interface
that interconnects a switching system in a wireless network with a
switching system in the Public Switched Telephone Network (PSTN) or
a switching system in an Integrated Services Digital Network
(ISDN). Within the ANSI accredited Telecommunications Industry
Association (TIA) TR45 Network Reference Model, these interfaces
are denoted as the Ai and Di interfaces,
respectively. For the purposes of this standard, these two
interfaces are treated generically as a single interface defined
concisely by a signaling protocol and by signaling information
provided via that protocol.

By arranging the interface specifications into a number of
individual signaling protocols, this standard provides the
interconnecting network elements with a variety of compatible
signaling methods to provide telecommunications services. The
telecommunications services provided and, therefore, the specific
interface signaling protocols available at the interface, are
determined by business decisions, mutual interface agreements and
legal and regulatory requirements. These decisions, agreements and
requirements are beyond the scope of this technical standard.

The technical information provided in this specification
complies with ANSI standard T1.104 (see Section 2 –
References). Refer to this document for more details about the
technical requirements of the specified internetwork
interfaces.

Purpose

The purpose of this standard is to enable separate
telecommunications elements to provide interconnecting equipment
that will operate compatibly. Descriptions of the specific
signaling characteristics of the interconnecting systems are
provided in this technical standard.

This standard is a technical interface specification intended to
describe interface signaling protocols between a wireless network
element and other network elements. It is beyond the scope and
purpose of this standard to describe or specify telecommunications
services; to specify the particular interface signaling protocols
that are used or not used with any telecommunications service; or
to specify the performance of the telecommunications services
provided using the interface signaling protocols specified in this
technical standard.
