By the 1920&#039;s, floating platforms were being used in the<br \/>\nmarshlands, bayous, and lakes bordering the Gulf of Mexico, and in<br \/>\nLake Maracaibo, Venezuela. The first successful offshore well,<br \/>\ntwelve miles off the Louisiana coast, was drilled during 1947<br \/>\n(MANNERS, 1982).<\/p>\n<p>Offshore oil now accounts for more than 24~ of the world&#039;s total<br \/>\nproduction. Saudi Arabia is, by far, the leading producer of<br \/>\noffshore oil, accounting for 22.0% of the total offshore oil in<br \/>\n1981. Other major producers of offshore oil include the United<br \/>\nKingdom (13.2%), Mexico (8.1%), and &#8211; in fourth place &#8211; the United<br \/>\nStates (7.8%). Another 32 countries account for the remaining 48.9%<br \/>\nof offshore production (ANONYMOUS, 1982a).<\/p>\n<p>The distribution of research effort directed toward discovering<br \/>\nand mitigating the ecological effects of offshore activities is<br \/>\nsignificantly different.
