The scope of this document is to define the physical layer, or
\nlayer 1, of the IOTA\/OFDM Modulation (IOTA) wideband air interface.
\nThe wideband air interface called Uw is the interface between the
\nfixed network equipment (FNE) and the subscriber units or directly
\nbetween subscriber units in a wideband system. The function of
\nlayer 1 is to convey information through the radio frequency
\nchannel, while contending with various channel impairments such as
\nnoise, interference, radio multipath, and delay distortion. The
\ndefinition of layer 1 concentrates on the following subjects:<\/p>\n

\u2022 Modulation<\/p>\n

\u2022 Pulsed transmission turn-on and turn-off<\/p>\n

\u2022 Mechanism for time division multiplexing (TDM)
\nsynchronization<\/p>\n

\u2022 Definition of TDMA frame structure<\/p>\n

\u2022 Mechanism for amplitude and phase recovery<\/p>\n

\u2022 Radio channel coding<\/p>\n

IOTA has been designed to deliver a flexible bit rate in 50,
\n100, and 150 kHz radio channel bandwidths in the 700 MHz band. This
\nflexibility allows IOTA to optimize performance by allowing higher
\nsystem data throughput under good signal conditions while still
\nsupplying significantly better throughput than current systems
\nunder weaker signal conditions. The basic mode of operation for
\nIOTA is time division multiple-access (TDMA). Layer 1 reserves
\ncertain symbols within the information stream to provide for its
\noperation. Many special terms used in this document are defined in
